Permits for construction in the Netherlands

When starting a construction company in the Netherlands, you may require certain permits.

All-in-one permit

Building, rebuilding, or renovation in the Netherlands require an all-in-one permit. You can apply for this permit online or at the relevant local municipality.

There are cases where you are allowed to build without an all-in-one permit. This can be checked at the municipality where you intend to build.

Applications for a permit must be accompanied by an environmental performance calculation, which has to be calculated using the environmental performance of buildings and civil engineering works (Bepalingsmethode Milieuprestatie gebouwen en GWW-werken).

All construction regardless of permit requirements must observe the Dutch Building Decree 2012 (Bouwbesluit 2012). This decree includes minimum structural requirements concerning health, safety, usability, and energy efficiency. Also, municipal requirements regarding building regulations and external appearance of buildings (bouwverordening, welstandseisen) and the zoning plan (bestemmingsplan), must also be observed.

In addition, construction projects must comply with the Crisis and Recovery Act (Crisis- en herstelwet)

The all-in-one permit may include the following licenses and/or permits:

How do I set up a construction company in the Netherlands

  • The first thing you have to do when starting a Dutch business is to register a Dutch company with the Dutch Trade Register, which must include the mandatory NACE (Nomenclature of Economic Activities) number. For construction businesses, the numbers are as follows (depending on the type of operation):
